One of my neighbours has an oleander bush, and for many years. I think she takes it inside during the Winter otherwise it would not survive our minus temperatures, snow and ice.

Oleander performs so well here that it used to grow in long hedges in the meadians of the freeways. Some of these hedges extended for miles on Highway 101 between San Jose and San Francisco. They were so common that oleander became stigmatized as cheap and common. Unfortunately, a disease that appeared in the 1990s has eliminated many of them, and made them quite unpopular.
