I think that some roses grow that way, and sometimes in stores they have been put in water that has dye in it and then it dyes part of the flowers–unsure which is which sometimes.

It looks almost like ‘Double Delight’. Those that are grown for cut flower crops are generally not the same that are popular for home gardening, although some are. My colleague down south really likes ‘Double Delight’, not only because it is so flashy, but also because it is nicely fragrant for a hybrid tea rose (which mostly lack fragrance).
