It’s hard to be sure but they could be red valerian… or sedum flowers? ( the sedum petals are ‘spikier’; the valerian are tiny, rounded, 5 petal flowers)

Hey, they do look like Sedum spectabile! They are Spirea japonica though. I do not know what cultivar they are. There are so many nowadays. They are quite different from the spireas that I believe are more popular in Europe, but I really do not know.
